Should a 13 year-old have a laptop?

Hi, I am a 14 year-old guy who was entrusted with a laptop at age 10. And my neighbor (who has been my best friend for my entire life) has been complaining about not having a laptop even though all his friends do. His grandfather offered to get him a laptop for Christmas but his mom said no. And now he is turning 13 and his mom STILL said no. I don't understand why his mom said no and my friend thinks she is too suspicious of him looking at ographic content. First of all my friend thinks is "gross" and "stupid". And second of all, even if he did look at , its not his fault because he's going through puberty. And third of all he can already look up on his iPad (which he bought with his own money). And forth of all boys looking at porn during teenage years is completely stereo-typical and will merely appear at a 3-month maximum stage that all boys go through. My own mother strongly disagrees with my friend's mother and is still trying to convince her to allow him get a laptop. I just want to hear the opinions of other people who are parents themselves and have CONSTRUCTIVE, AND NON STEREO-TYPICAL criticism of my case.
