How can i make two colored hooplas or hoops that a dance team would use?

I'm a color guard instructor and I want to be able to use hooplas or hoops that a dance team would typically use. The only thing I can find are one with long, skinny steamers. I want to be able to make ones that have short, fat metallic streamers on them with one color on one side and when you flip it over it has a different color. Does anybody know how to tie the streamers on, to make it 2 sided? I already have the hoops.
